Dubai May Include Expats in Part-time Job Scheme

Khaleej Times 12/1/2009

DUBAI - The Government of Dubai is open to expanding the new part-time work system which could include expatriates at a later stage, according to a top official on Sunday. Director of Strategic Government HR of the Government of Dubai, Dr Ahmed Waarie said, the move approved by the Dubai Executive Council on Saturday would be adopted by all government departments in Dubai to invest in national human resources and boost their production and productivity.

However Waarie said it could be extended to expatriates after meeting the requirements of the government and tracking the needs of the nationals.

“The new system would be on a one-year experiment, following which it may be extended to expatriates in line with the government’s needs and levels of Emiratisation in all the sectors. A federal law streamlining a similar work system was issued last week and will take effect four months later,” he said.

“The new system is meant to develop and make maximum use of the nationals’ skills and experience. It is an advantage for the employees who are unable to work full time. They might be bound to look after their children or sick parents,” he added.
Housewives may work following the approval of the department they want to work in. A full-time employee may even turn into a part-time employee with the department’s approval.

Ahmad Bin Bayat, Secretary General of the Dubai Executive Council said the system is part of the Dubai government’s plans to develop work at the governmental sector in line with the Dubai Strategic plan 2015.

“Though part-time employees would receive wages on an hourly-basis, they would be granted a 20 per cent increment in compensation to the allowances they are not eligible for such as annual incentives, air tickets and paid leave. However, they still can maintain health insurance and pension benefits given to UAE nationals,” he explained.

Part-timers are bound to fulfil the same role of the full-timers. They are also eligible to receive training in the UAE and abroad with equal allowances.

Mona Al Moalla, Executive Director of the Corporate Support Centre, the General Secretariat of Dubai Economic Council (DEC), said the new system would give a boost to Emiratisation in the emirate. “The new system will increase localisation as some sectors still lack Emiratisation due to the nature of work in these sectors,” she said.

Matching the best practices worldwide, Al Moalla said the new system is expected to have positive impacts on the different parties of the labour market. “It is a flexible and low stress system, whether for nationals who look for an attractive business environment that goes with their preferences and skills, or for those seeking an additional job to improve their standard of living,” she maintained. She said the new system is timely with the current financial turmoil.

CHANDRAYAN

Chandrayaan-1, India's maiden moon spacecraft, was on Wednesday put into Transfer Orbit around the earth by the Polar Launch Vehicle PSL V-C11 about 19 minutes after it blasted off from the Satish Dhawan Space Centre here.

The 1,380 kg Chandrayaan-1, carrying 11 payloads, was released into a Transfer Orbit at a perigee (nearest point to earth) of about 250 km and apogee (farthest point from the earth) of about 23,000 km, 18.2 minutes after the PSLV-C11 blasted off as the scientists broke into jubilation at the mission control centre.

After a series of procedures over the next two weeks, the spacecraft would reach its desired Lunar orbit and placed at a height of 100 km from the Lunar surface, marking the operational phase of the mission which would put India in the elite lunar club.

Earlier, at the end of the 49-hour countdown, the 44.4 meter tall four-stage PSLV-11 lifted off from the second launch pad into a cloudy sky.

This is the 14th flight of ISRO's workhorse PSLV, which had launched 29 satellites into a variety of orbits since 1993, and 13th successive one in a row.

Chandrayaan-1 is carrying 11 payloads, five entirely designed and developed in India, three from European Space Agency, one from Bulgaria and two from US, which would explore the Moon over the next two years.

Guru Govind Dono Khade, Kaake Laagun Paaye
Balihaari Guru Aapne, Govind Diyo Bataaye
(When my Guru and God are before me, To whom so I bow first?
It will be to my Guru, Who showed me the way to God)

Saint Kabir’s words of wisdom are as relevant today as they were centuries ago. Indian culture and ancient scriptures have always placed the Teacher (Guru) on a pedestal as one who shows the way to God (Govind).

A good teacher can shape the values of an entire generation with their dedication and lead by example. At the Indian School Bahrain, two teachers were recently in the news for their extraordinary passion for their subject, their creativity and sheer teaching prowess. Mr. V.R. Palaniswamy, Head of the Department of Mathematics who was awarded the CBSE Teachers Award for the year 2007 and Mr. O.P. Singh whose book of eloquent Hindi poetry ‘Antardwandh – The Struggle of Conscience’ was released by Indian Ambassador H.E. Mr. Balakrishna Shetty on August 15.

Plea for due recognition to Aranmula boat race

PATHANAMTHITTA: Pathanamthitta MLA and former president of the Palliyoda Seva Sanghom, K. Sivadasan Nair has decried the non-inclusion of the Aranmula Uthrattathi Vallamkali (snake boat regatta) in the list of State-level boat races recognised by the government.

In a statement issued here on Friday, the MLA also blamed the Palliyoda Seva Sanghom, which organises the boat race, for its failure to ensure State-level recognition for the annual event.

A Kerala Gazette notification on June 23 announced the government decision to prepare certain rules and guidelines for the boat races held in different parts of the State. The notification stated that there was a proposal to recognise the Nehru Trophy Boat Race in Alappuzha as the only boat race of State-level importance, according to the statement said.

Mr. Sivadasan Nair said the organisers of the Aranmula Vallamkali could not even make a representation in this regard to the government or the Assembly committee that prepared a draft report on various boat races in the State.

Johny Johny, who represented the Neerettupuram boat race, was the only person from Pathanamthitta district to appear before the committee during its sitting at Alappuzha on December 8, 2007, he pointed out.

The MLA said he had raised the issue of not considering Aranmula event as a State-level boat race through a starred question in the Assembly on March 11. However, the Sports Ministry could not table the report concerned in the Assembly that time.

He said a collective effort by the people’s representatives and Palliyoda Sanghom was what needed to earn due recognition from the government for the world famous Aranmula Vallamkali.

Plea to Minister

Meanwhile, the Kerala Youth Welfare Board member and Rowing Association district president, Saleem P. Chacko, has called upon the government to take immediate steps to declare Aranmula Vallamkali as a State-level sport event.

In a memorandum to Minister for Sports M. Vijayakumar, Mr. Chacko said it would not be fair to treat Aranmula Vallamkali, in which as many as 41 snake boats from the districts of Alappuzha and Pathanamthitta take part, as a district-level event.

Moreover, boat race lovers from different parts of the country and tourists from abroad used to visit Aranmula to witness the annual event during the Onam festival, he added.

Aranmula to host rural tourism festival

News - Neervilakom - നീര്‍വിളാകം

PATHANAMTHITTA: Aranmula on the banks of the Pampa in Pathanamthitta district will host a Centrally-sponsored rural tourism event during the Onam festival.

The Government of India and the United Nations Development Programme (UNDP) will sponsor the four-day cultural event, ‘Aranmula Mela,’ from September 13 to 16 as part of the ongoing Endogenous Tourism Project aimed at promoting rural tourism.

A popular committee chaired by K.C. Rajagopalan, MLA, is overseeing the arrangements for the proposed Mela. District Collector P.C. Sanalkumar is the general convener of the committee and Adoor Revenue Divisional Officer N. Mahesan is its member-secretary. Mr. Rajagopalan told The Hindu that a five-member team of experts attached to the UNDP and the Central tourism department was expected to reach Aranmula in the second week of September.

He said the fair was aimed at promoting rural tourism in Aranmula and bringing the annual Uthrittathi Vallamkali, a snake-boat pageantry and race, on the world tourism map.

Vasthu Vidya Gurukulam executive director P.N. Suresh, who is also the committee convenor, said Aranmula was selected as one among 32 villages in the country to implement the Endogenous Tourism Project (ETP) by the UNDP and Government of India four years ago. The local self-government institutions play a key role in implementing the ETP.

The MLA said Aranmula had received the National Rural Tourism Award and International Rural Tourism Award a year ago, besides being selected as a Model Village by the UNDP.

He said the proposed Mela had been planned in such way that it would come to a close on September 16, Uthrittathi day during Onam festival, when the annual snake-boat regatta is held in the Pampa.

Mr. Rajagopalan said arrangements would be made to make Aranmula Mela a mega annual cultural event. The UNDP has sanctioned Rs.2 lakh for its smooth conduct this year, he added.

Cultural programmes will be held as part of the fair. Veteran cultural personalities hailing from Aranmula will also be honoured.

ANTI - SOCIAL ELEMENTS DESTROYED BJP FLAG

The BJP flag infront of our Neervilakom Ayyappa temple has been destroyed by the anti - social group in neervilakom. Yesterday night's action by these groups were really disappointing and I think this action will lead to some future political clashes in our village. All the political parties and social organisations in neervilakom has condemned the action. The intention behind the action was to misguide BJP to raise the attribution to other parties and build political resentment between people in neervilakom and make use of the situation. The prudent approach by the BJP leaders towards the matter avoided further conflits.

Residence visa renewal linked to tenancy contract in Sharjah
Gulf News 12-8-2008

Sharjah: Thousands of families who live in shared accommodation in Sharjah will be hard hit by the new rule of the Sharjah Naturalisation and Residency Department requiring a tenancy contract in the applicant's name or his close relative.
According to the new regulations, those applying for residency visas for their families should produce a copy of their tenancy contract.

The contract, which is considered proof of one's eligibility to afford a family, must be attested by the Sharjah Municipality.
Residents said they will have to send their families back home as it is no longer affordable to rent a one-bedroom or two-bedroom apartment in Sharjah.

Many said since the rents started skyrocketing in Sharjah in the last two years by more than 30 to 50 per cent, people have opted for shared accommodation. Under the new rule they will not be able to renew their residency permits without having tenancy contracts in their names.

Lieutenant Colonel Salim Ali Mazaini, head of the visa section at the Sharjah Naturalisation and Residency Department, told Gulf News that the rule has been introduced to ensure that only those who are financially capable of providing decent accommodation can bring their families to the emirate.

"We are not insisting that the tenancy contract should be in the applicant's name. The contract can be in the name of his close relatives also, such as a brother or sister," said Mazaini

He added that it is acceptable to share living space with one's own family members, but not with friends. According to him, the rule is not applicable to professionals like doctors, engineers and people in managerial positions because they earn enough money to sponsor their families. "We are being very flexible and taking each application on a case by case basis. For example, if a family does not have children, a studio flat in their name is more than enough to get a family residence permit. "Or if a family with one or two children can show that they are sharing a three-bedroom apartment with a close relative, it will also get them the residency status," Mazaini said.

However, some residents said their applications have been rejected even after they produced tenancy contracts of their relatives.
Hussain, a Sharjah resident who refused to give his second name, said his application to sponsor his family was rejected because he could not produce a tenancy contract.

"Now with this new rule, I doubt whether I can bring my wife and child to the UAE," said Hussain who works as an administrative assistant.

Another resident, Riyas Mohammad from Pakistan, said he has shelved his plan to bring his family because of the new regulations.

Environmentalists seek action to save Varattar river bed

News - Neervilakom - നീര്‍വിളാകം

The Government direction to the district authorities in the State to clear all encroachments on public property on a war footing has enlivened the hope of environmentalists in Central Travancore.

They have been demanding action against large-scale encroachments on the river beds of Varattar, Pampa and Manimala over the past several years.

The Varattar, which flows through the districts of Pathanamthitta and Alappuzha, is perhaps the worst affected water source in the illegal encroachment spree witnessed in this part of the State.

A major portion of the river bed of Varattar in the revenue districts of Pathanamthitta and Alappuzha have been encroached upon by the local people and some of them have even reportedly managed to get `possession certificates.

' The nine-kilometre long Varattar, a natural flush escape of floodwater between the rivers Pampa and Manimala, has its origin from the Pampa at Puthukkulangara near Chengannur. The river meanders through Meppuram, Thaimaravumkara, Thalayar, Nannad and Thriuvanavandoor, before it merges with the Manimala at Vaalathode near Eramallikkara in Alappuzha district.

The once prolific river is almost dry, leaving heavily weeded small patches of water and narrow streams at certain points. Thanks to the drastically lowered Pampa river bed due to indiscriminate sand-mining, literally blocking the natural water flow between the Varattar and the Pampa.

The Legislative Committee on Environment chaired by George J. Mathew had inspected the Varattar river bed in 2002 to verify the large-scale encroachment. To its astonishment, the panel observed that almost two-thirds of the Varattar was encroached upon by the local population for cultivating tapioca, rice, vegetables, fodder grass, etc. Concrete residential buildings too had come up on the river bed at certain points.

In its report submitted to the Government on June 26, 2002, the Assembly panel had recommended rejuvenation of the Varattar, saying that it could be a boon to the water-scarce river basin.

The committee had also recommended the Government to take necessary steps for the eviction of all the encroachments on the Varattar, besides cancellation of the `possession certificates' or `title deeds' issued to the encroachers, if any.

However, the authorities concerned have not yet taken any action.

The district authorities failed to act on the Kerala High Court directive to demarcate the river poromboke on the Pampa and the Varattar, on the basis of a writ petition filed by the Pampa-Varattar Samrakshana Samiti, said samiti secretary G. Gopalakrishnan Nair.

Similar encroachments have been reported on the Pampa at Kozhencherry, Edanadu, Ranni, Aranmula, etc and along different stretches of the Manimala. The Varattar was once a short-cut water channel for the Kettuvalloms (cargo boats) from Alappuzha to Aranmula and the snakeboats from the downstream used to halt in the river for the oarsmen to take rest.

Halt sought for Garib Rath at Chengannur station

The Chengannur Railway Passengers’ Association has demanded that the Kochuveli-Kurla Garib Rath be assigned a halt at the Chengannur Railway Station.

In a statement here, association president D. Vijayakumar said the Garib Rath was the only major train that did not have a halt at Chengannur, the nearest railway station to Sabarimala. Chengannur, a model railway station, was among those stations in the State with the maximum number of long-distance passengers.

It was also among the top collection centres for the Railways.

The absence of a halt for the Garib Rath is felt most during the Sabarimala season, when Chengannur is among the most preferred alighting points for pilgrims. The proximity of the State Road Transport Corporation bus-stand, from where over 2,000 services are available to Sabarimala, and from where there are adequate services to Pathanamthitta, Kozhencherry and Kottayam, should be considered for allowing the train a halt here, Mr. Vijayakumar, who is also the vice-president of the Ayyappa Seva Sangh said.
